Severity describes the reach of a change — how far its effects propagate through the system. A high-severity change is not necessarily bad or undesirable; it may be exactly what is needed. Severity is a measurement of impact scope, not a judgment of quality.

When severity is unset at the section level, it derives from the highest severity among the section’s points. Explicit values always override derived ones.
