What kind of work was done — the nature of a change independent of its scope

Category describes the nature of the work — what kind of activity was performed, independent of how significant its effects are. It answers the question “what was done,” not “how much did it affect things.”

Choosing the right category requires understanding the intent of the change, not just its surface appearance. Two changes that produce identical diffs can have different categories if their purposes differ.
