Establishing a reference configuration — dependency, config, or environment changes

A baseline is an agreed reference state from which changes are measured. In configuration management, establishing a baseline means recording a known-good configuration and treating it as the starting point for future work.

Baseline work is neither new capability nor improvement to existing capability — it establishes the ground truth. Pinning a dependency version, aligning an environment to a standard, recording the current configuration: all of these create a baseline from which deviations can be detected and measured.
